About Our Volunteer Organization

CSAR is managed by a Board of Volunteers. The board consists of a President, Vice President, Secretary, Treasurer, and up to three general Board Members, and is governed by Bylaws and a Memorandum of Understanding with the Clallam County Sheriff’s Office.
Elections are held annually to staff the Volunteer Board, and members can be from the community with a SAR interest and experience or from within the Clallam County Sheriff’s Office Search and Rescue Volunteers. For more information, please email info@clallamsar.org.

Terry Shultz is a founding member of the CSAR organization, bringing a wealth of experience from his background as a Nuclear Production Controller and Production Manager for Emergency Radiological and Natural Disasters. His expertise ensures the structured execution of essential duties within CSAR. With over 10 years of additional experience in preplanning and field operations with two Search and Rescue organizations, Terry’s skills are a driving force behind CSAR’s effectiveness.

Emma Janssen is a founding member of the CSAR organization, bringing 25 years of experience as a technology specialist in system and application architecture and deployment. She is passionate about leveraging her expertise in the field of search and rescue. A lover of the Pacific Northwest, its people, and the outdoors, Emma is eager to contribute to a dedicated team that makes a real difference.

Tina Tyler joined the CSAR Board as Treasurer in November 2023 and took on the additional role of Secretary in 2024. As a retired Forest Service Administrative and Budget Officer, she is excited to apply her expertise to support the success of Clallam Search and Rescue in achieving its mission.

Jim Lewis is a founding member of the CSAR organization and brings 35 years of experience in Search and Rescue operations. Jim SAR history includes, US Coast Guard, Anchorage Nordic Ski Patrol, Matanuska SAR, Project Lifesaver, Alaska SAR, and for the last 10 years Clallam SAR. Jim’s years of experience in different environments and harsh conditions are an amazing asset as an advisor and member of the team.
